			<content:encoded><![CDATA[<p><a href="http://news.bbc.co.uk/1/hi/uk_politics/7539625.stm">The BBC reports</a> on the Environmental Audit Committee&#8217;s scepticism over plans to increase road tax for more polluting vehicles bought since 2001. However, the government report doesn&#8217;t go far enough in condemning the plan. Despite their conclusions, it&#8217;s a retrospective tax which penalises drivers who have previously bought more polluting cars, rather than aiming to change future behaviour. The increase will hit the poorest hardest, as they are less able to replace their cars with more fuel efficient models. And enticing people to scrap their current cars in favour of more efficient models is not an environmentally friendly way to proceed anyway, as the environmental impact of scrapping a car and building a completely new one is surely far worse than using an existing, more polluting car until the end of its natural life. The plans are ill thought-out and smack of the desperation of a government wanting to demonstrate any kind of direction as it flounders.</p>

			<content:encoded><![CDATA[<p>As the Olympics near, converns over the effects of pollution in China&#8217;s capital are growing. Air pollution has been on the agenda for some time, with the authoritarian government resorting to drastic measures and mobilising armies of farmers to seed clouds, and planning emergency factory closures at a moment&#8217;s notice. But the New York Times reported today on a new threat, this time in the water, with a vast algal expanse off the coast threatening the sailing. While the state-controlled media denies a link between rampant water pollution and algae growth, this is the latest in a long line of concerns about the environmental conditions in the area. Whether or not these affect the Olympics remains to be seen, but at the very least it will hopefully provide the impetus to improve the environment for Beijing&#8217;s 17 million residents.</p>

			<content:encoded><![CDATA[<p>Time reports on increasing evidence that biofuels may not be the eco-friendly solution to oil dependence that they are made out to be. Not only do they result in land being used to grow fuel rather than food, but the planting of these crops causes large-scale destruction of vegetation. While good land management practices can help alleviate this, it can&#8217;t solve all the problems. However, the next question then becomes: if not biofuels, what else? Alternative solutions such as vastly expensive hydrogen power networks are unrealistic in the short- to medium-term, and so we may have to accept that, when weighed up against oil, biofuels are the lesser of two evils.</p>

Chinese authorities also seem to be doing their best to create a smokescreen over other issues in the country, ranging from spitting in public to major human rights abuses. While lifting the cloud of smog which hangs over the stadium and stopping locals from spitting may be pleasant for visitors in 2008, it won&#8217;t do much to help the many Chinese who are imprisoned or executed every year in blatant violation of their human rights.</p>

<p>While the cause is vitally important, I&#8217;m not sure that holding yet another set of concerts for a worldwide campaign is the way to promote it. Band Aid was a new, unique way to communicate an issue. 30 years on, however, these gigs just become another concert for another cause. I can see the problems associated with the state supporting a group which takes part in illegal direct action. However, the author&#8217;s reasoning that a charity which &#8220;stands as a barrier to scientific progress&#8221; doesn&#8217;t deserve state funding is flawed. Greenpeace is far from the only charity which promotes ideas or opinions which aren&#8217;t scientifically valid, and while they may promote bad science their views do deserve to be heard.</p>
